It has perhaps reached the point where it can be argued.
Note that I'm excluding Foreman from this discussion because Foreman, while good as an old fighter, triumphed in no small part due to circumstances and could not overcome many of the more skilled younger fighters he faced. Foreman was probably a top 10 heavyweight in the early 90s, but not a true leader of the division even when he won the title.

tito: definitely blown up 160. he had middleweight punching power but at best he's a 154 lber. he has a 147 frame. still a great win for hopkins though because no one but hopkins would've beat tito at 160 at the time.
winky: definitely blown up at 170. an okay win at best but winky has a good name so makes it a solid win.
kelly: natural 160 guy but so is hopkins. he had to go up 10 lbs. to meet bernard but bernard had to go down 15 years. great win.
jermain: natural 160 guy. competitive though dull fights. i don't know how jermain beat bernard tbh.
oscar: natural 147 guy. blown up at 154 let alone 160. okay win but the money was excellent.
tarver: natural big 175 guy. best win of bernard's career or up there. milk dud should've been ashamed of himself for losing to a natural 160 guy.
You make good points, we agree about Taylor and Oscar, and Winky essentially. Pavlik and Trinidad, not as much, with Tarver being an obvious lock.

Trinidad - Not blown up. Made his debut at Middleweight by destroying William Joppy, a damn solid career Middleweight, in his own right. Trinidad wrecked him in what? 6 rounds? Hopkins tried to KO his ass for 12 rounds straight and couldn't get the job done. Hell he had to pay Joppy an extra $100,000 because he bet him that much he'd not make it the full 12 rounds.
De La Hoya - Absolutely blown up. You'll hear no argument from me on this one.
Jermain Taylor - Not blown up at all. Most people think Hopkins won the first fight, including myself. I admit he dropped the ball on the second one though.
Antonio Tarver - Lineal, reigning, and defending Light Heavyweight Champion of the Wodl. Hopkins moved up in weight from 160lbs, skipping 168lbs entirely, and made his debut at LHW by taking away every last one of Tarver's advantages.
Winky Wright - Career 154lbs guy, definitely blown up. But Hopkins also did an amazing job cracking his defense, blown up or not.
Joe Calzaghe - Not blown up. Damn close match, I and many others scored it 114-113 for Hopkins. Dropped a Split Decision.
Kelly Pavlik - Not blown up. Kid looked great just 6 months ago at 166lbs in the Taylor rematch, the fight with Hopkins was only 4lbs north of that limit. Kelly is the taller man, and really should be fighting at 168lbs anyways. He's not a natural middleweight with that frame, he might make the weight now, but in a few more years he'll start having trouble cutting down to 160lbs. Hopkins totally outclassed this kid and turned back the hands of time.

It was Winky's own fault too, he played into Hopkins' bag of tricks all night long. He let him do everything he wanted to with him, and then some.

Moore fought people his size at his old age.. Hopkins makes fighter balloon up 10+ pounds so he has the advantage.
Vick I like you, but honestly, get the fuck out of here. Oscar and Winky I will give you, but the close fights with Taylor, the blowout of Trinidad, and the schoolings of Tarver and Pavlik are all straight up legit.

IMO Hopkins is the best 40+ boxer ever, and maybe even the best 40+ atlete ever. Archie Moore's dubious birthdate is the only credible challenge to him.
How you could exclude George Foreman after his performance at almost 49 against a 25 year old, 227 lb Briggs is beyond me. Add to that his KO stoppage of an undefeated Moorer and several more good wins over top HWs all when he was significantly older than Hopkins, and he has to be included.
Like I've said before, it depends on whether you believe Moore was born in 1913 or 1916.
If you believe Archie Moore was born in 1913 like many do, he could claim wins over Harold Johnson, Joey Maxim, Nino Valdes, Bob Baker, Bobo Olson, Yvon Durelle and others + heavyweight title challenges against Marciano, Patterson and Ali, all past 40.
That puts him above Hopkins who beat Tarver, Wright and Pavlik and had close fights with Calzaghe and Taylor in my opinion.
I'm not sure, Moore still winning past the age of 40 was quite incredible to me, he already had over 180 fights by that point and was still beating good fighters past the age of 40 but Hopkins' performance against Pavlik was probably better than any of Moore's past 40.
