As others have said prime for prime its Roy but over the last decade definately Mayweather.

If it was the last 15 years I'd say Roy, but from 98 onwards then I have to pick Floyd.
Hard to say who was better. They both broke rules.
Jones relied almost exclusively on his reflexes to bail him out, he didn't use a conventional jab and relied too on being quick enough to counter his opponents when they got offensive. He didn't master the fundamentals, or rather maybe he didn't chose to. Floyd is better at fundamentals. Strong jab, he can press the action in a more refined way than Jones. But at the end of the day what difference does that make? Jones' style always won the day, only faltered after he shed 25 some lbs of muscle when he fought Tarver down at 175 in 2003. So his technique never failed. But then again his opposition was poor. Frankly, it was poor. Besides Hopkins and Toney there's not a lot of lustre that can be harnessed from his opponents throughout the nineties and early 00's. Jones' beat James Toney left overs like old Mike McCallum and Reggie Johnson. He beat Toney in what was a superb performance, but questions will always linger about Toneys uncharacteristically lifeless, lackadaisical performance that night, the weight issues.
In terms of handspeed, kind of unfair to compare since Floyd at 130 was probably one of the fastest ever, and therein 30 lbs lighter than Roy therefore obviously quicker. Like I say, on fundamentals Floyd was better. Roys defence is good in that he ties people up amazingly well, or he used to. He would use his reflexes to pull back from punches then when the fighter moved in he'd tie them up til the ref broke or til he shoved him off and unloaded two left hooks. Floyd is similarly excellent at tying opponents. And he has better glove defence, parrying etc.
