Cotto definitely look fast when you're in the ring with someone who is slow like Margarito.

In case you've never noticed, Floyd is pretty damn fast and accurate as well. More fast and accurate than Cotto, in fact. So yes, Cotto has a great chance of beating Floyd, but not because he's fast and accurate.
