Why isn't Wlad the Ring Champ?

Wlad should be the Ring Magazine champion...Everyone knows Wlad is the best heavyweight in the world...He dominates the division, unified the belts and he clearly beat Ring Magazine #2 ranked heavyweight Sam Peter....Last time I checked, if you beat the Ring #2 ranked heavyweight that means you get the Ring Belt. ok, its simple, if wlad wants to be ring #1 then he should rematch peter and beat him plus if he does beat him he gets another belt so its all good. you can't complain about that even as a wlad fan. and don't say "yeah but he already beat peter" well peter wasn't the #2 ranked at the time plus he has improved since then plus their rematch should be a good one for the heavyweight division and boxing in general.
