Well wen I did my research to become a ref, it states the athletic commision picks the ref but a promotor may ask for another one if the ref has a bad history
better question is asking how they are picked for fights over seas. I see american judges almost all the time in Germany and Japan and other places, a month ago or so Joe Cortez did a WBO Title fight in Argentina. Last month Bayless also did a fight in Japan

The promoter who is putting on the show pics them. For big fights, both promoters need to agree on who the judges and refs are. Sometimes one side will get to pick a ref and one judge and the other gets the other two judges. It is not as easy as it seems. Sometimes there is a long battle before the two sides can agree.
For mandatory title fights, the sanctioning bodies can choose the refs and judges and it is very hard to make any changes.
I don't think they'd let Smoger do 3 straight Pavlik fights, probably wouldn't look good.

Been to a lot of Pavlik fights but this is the first one I haven't been able to go to in a long time...
A ref is important tho, if Smogar wasn't the ref, Pavlik would have been stopped. He got dropped then was wobbly, anyone else would have waved it off. Thats why I love Smoger, however the fights in Vegas so Smogar probably won't ref it, the job can go to Bayless, Caiz, but may like land with Joe Cortez
