I dont know why you have this obsession with fight weight, which is mostly just water weight and fat by the time the fight comes around. The fighter's skills are set at the 147 weigh in, which a month of training and muscle memory has strived for. Floyd has a faster metabolism, he doesnt have to drain as much to drop to 147, so he stays around there until the fight. Hatton gains back his normal weight. The weight he gains back doesnt mean power.
If this bs you believe was true, they wouldnt do the 147 weigh-ins so early.

Mayweather would be 146-148 on fight night anyway. Boxers routinely dry down the 8 pounds. Actually, more.
Hatton will be the heavier man in the ring.
Their physical abilities are set when they are required to meet the 147 lb weigh in.
147 gives Hatton OPTIONS. He can come in bigger. Or he can stay small. If he elects to stay small, he doesn't have to weaken himself by drying out the usual 14 pounds. He would only have to dry down to 147... not 140.

The fact that he will lose his power advantage to a mayweather with a 147lb muscular body. He has to maximize that power to keep the advantage. If Mayweather has comparable power AND speed, HAtton's finished.
