I think its because he really hasnt fought nobody, the only Note worthy opponent was Jose Cotto and He was only famous cus he was Miguel Cotto's brother. He doesnt wanna fight Julio Diaz and Julio has been calling him out for decades.

He just needs a big fight. We all know how good he is, but he lacks a big-name win on his record. But if he beats Popo Freitas, which I'm predicting he will, then he can use that fight as a springboard to challenge Casamayor.

Probably his underrated is cuz he does not have a 1 punch KO. But his stamina and boxing skills makes up for it.
