Williams is the tallest that I know of at the moment. 6'1 is damned tall for that weight...let alone 6'5.

the only other really tall welterweight i remember was Hugo Pineda who fought Tito at 147. I think he was like 6'2. I know this shit sounds crazy but I'm serious as hell....I'll find something on him soon..
