I doubt very much that it had to do with Pete's drug use. But I would say it had much more to do with his grating personality, clowning in the ring, and general disrespect that he showed his opponents at times (especially post fight)...Those are a few things I personally didn't like about him anyways.

Chavez and Oscar are two of the most popular fighters of this era and have a huge fan base. Pea was never was a fan favorite so had few in the crowd to cheer him on. It wasn't hate, he just wasn't popular.
His style didn't make for him to be a fan favorite.
The general public, and quite a few boxing fans to boot will never get behind a defensive minded fighter.
