Okay, he has huge punching power - that counts for alot.
But:
-He's slow
-He's sloppy (hands low, lazy jab, wild roundhouse punches)
-He has almost no defensive skills
-He launches only knockout punches, and so tends to punch himself out, instead of throwing a variety of shots, some intended just to score or set up bigger shots.
note: i've only seen fights of his from the 70s (Fraizer, Ali, Lyle), so maybe he was a more developed fighter during his second run in the 80s/90s, i'm not sure...

In his biggest losses, he did so much permanent damage to Ali and Holy that their KO rates drop precipitously as does their performance and record such that he WON those Wars in spite of losing the fight.
In George's only KO loss, he was up at the 9 sec mark whereby Ali promptly collapsed for 30 sec and had to be helped to his stool looking all the while like Casey at bat striking out against Mudville. There were no Ali celebrations that day. When George won back his stolen title, Moorer was out, what 30 sec or more?
George/Joe 1 doubled the previous purse record of Ali/Joe, and in his comeback was set to bust the then current purse record probably set by Tyson by fighting the undefeated Tyson in Bejing before the Tiananmen Square massacre interrupted diplomatic relations with the US that killed that fight.

His muscle bound body and brute style when he was young played a roll in his deception. He used his natural strengths to his advantage to hit people. As you mentioned keeping his hands low to push incoming punches up and then making his opponents pay was a serious strength in his favor because of his punching power. When he hit somebody it hurt them and that was just 1 part of his overall ability.

Truth bomb. Foreman mastered timing. The punch, for example, that allowed him to reclaim the one and only Heavyweight Championship of the world, didn't travel at a fast speed, didn't travel at a slow speed; it traveled at the right speed, and guess who's face was right there lined up to meet it when it got there? The rest.....impervious tp anyone's feeling or opinions, is history. These are not complicated concepts. The ground near George Foreman's feet is littered with "better boxers". Lol.
Calling Foreman a two time world champion is a joke, as so was his fight (if you can call it that) with Moorer. After losing every round he got lucky.........and that is all it was. He didn't earn that title shot (look at his record) it was a gift.

A lot of what you said here is not true. There are two Foremans, and he fought differently when he returned to the ring to compensate for his older age.

If what you're seeing when you watch boxing doesn’t match up with the results, chances are you're simply not good at reading what you're looking at. Consider this the voice from ouside the echo chamber. Forman is a GREAT fighter.
Get in the ring with him, and see if you can land on him, or take his punch, then get back to us.

Foreman could definitely look crude but as is often the case there was an art to it. If he really was some talentless hulk who could only punch hard he never would have made it the way he did not once but twice, decades apart as has already been pointed out. His record's pretty excellent overall. Out of his five losses only the loss to Jimmy Young really stands out as being anything really damaging to his image. Losses to Tommy Morrison and Shannon Briggs aren't really worth marking him down because he was at an advanced age for a boxer at that point and both of those were very solid competitors at the time. And then his only other losses were to Holyfield at the peak of his powers and to Ali. And then you look at his W column and even though it's filled up with plenty of fairly unremarkable fighters there are also plenty of major scalps in there too. Joe Frazier (twice), Ken Norton, Ron Lyle, Dwight Muhammad Qawi, Gerry Cooney, Michael Moorer. Out of the current crop of heavyweights, even amongst the top guys you won't find many with as many good wins as that.
In the Foreman/Ali fight, The Rumble in the Jungle, they showed the look on Ali's face after about the 3rd or 4th round of tangling with prime, undefeated Foreman.
He had that look like wtf am I doing here. I should be home.
Like Wilder, he excelled even though he was very limited.
This, hes like wilder except was 2 times lineal champion and gold medalist. He had power in both hands and an uppercut and body attack so a bit more variety than wilder. If he sucked so bad and was so easy to beat then all these guys wouldnt have been knocked out. I mean he won both lineal championships and the gold medal by KO. If he was so slow and chitty then tell those champs to just not get hit and box to an easy decision.
I dont know that anyone ever had an "easy" fight with george where they werent hurting even when they won
Frazier was never the same fighter after the first Ali fight, against George he just ran directly into George's power shots, it was what it was.
- - Ali was far more damaged than Frazier who had to fight with half an eye after Mercante poked his only good eye. If Ali had been any good, that's who George woulda fought for his first title match.
