It's a rare thing to see today. You don't see most heavies using that bob and weave style anymore, mainly because it's harder to bob and weave with your hands up then move from side to side, but it is more effective, and as a big man, you gotta conserve that energy.
My picks:
#1 Frazier (the last heavy to use this style gracefully)
#2 Amateur to Douglas Tyson
#3 Pre-Thrilla Ali

I think it depends on which type of head movement one is considereing:
Definitely a Tyson in his prime is #1 for Slipping.
(Frazier IMO without a doubt solid 2nd.)
But I doubt Mike could have gotten away with Ali's infamous head movements of pulling straight back.

He made Ali miss with a terrible amount of jabs and straights. Not many could do that with the handspeed of Muhammad.
But I think Tyson had much better headmovement, like spinksjinx pointed out. It's just that Tyson's headmovement was based on slipping one or two punches, and then countering with full leverage.
Smokin' Joe's bob and weave style was intended to avoid all punches until he got close enough to do some damage himself.
I'd say Frazier, with Tyson as a close second.

It would be interesting to see more fighters bob and weave like Frazier did, it's very rare these days. In fact, I can't think of a single modern fighter that bases his entire defense around that style of head movement. Greg Wright? But he moves around and backs up more than he bobs and weaves..frazier mostly moved forward

yeah no doubt tyson is better than frazier at keeping his head in motion
but I put frazier as #1 because bobbing and weaving is more effective than just moving side to side like tyson did, however u get a ko quicker just comin in like tyson did because the defense allows momentum for the hooks coming up, but I was watching that Frazier vs Ali I and Frazier's bobbing and weaving really impressed me.

He didnt move his head enough from Peters....Just Kidding, dont really know much about him. But Tyson had the best head movement of all time in my opinion. Not anymore but wow old training footage of him bobbing his head from side to side was a spectacle of itself.
My vote goes for Tyson of all time.
