As previously reported, there are NO negotiations for a Floyd Mayweather Jr. vs. Manny Pacquiao rematch ... despite reports that Manny said the two sides were talking ... this according to Manny's promoter, Top Rank's CEO Bob Arum.

Reports surfaced out of Qatar this week that Manny told reporters he was in negotiations for one final fight ... and his team was in talks with Floyd's people.

TMZ Sports went right to the man who would know -- Arum -- who puts together every deal for Pacquiao ... and he called completely denied the rematch rumors.

Arum believes Mayweather's retirement is legit and says Pacquiao will only have one more fight, as the boxer has stated earlier this week, before becoming a senator back home.

"I don't think that's true [about the rematch]. I don't think that fight is on the drawing board. Floyd says that he's retired and I believe him that he's retired. And as far as Manny is concerned, he's gonna do one more fight early next year before he becomes a senator in the Philippines, so I just don't see that fight happening. It is absolutely false. There have been no negotiations, no discussions and because of the scheduling I don't think it's possible even to happen," Arum said.
