Wow, fun question. I figure I'll get the ball rolling- I am sure this answer is not right, but best to get a mark out there so others can top it.

Willie Joyce, lightweight fighter in the 30s, beat Ike Williams (3), Chalky Wright (1), and Henry Armstrong (2). Thats six wins over three hall of famers. My thought is someone pre WWII who fought in the Middleweight to Lt Heavyweight range could beat it, but I dunno who. But there is an initial answer to get things going.

Johnny Risko beat 7 different HOFers a total of 8 times:

        Tommy Loughran x 2
        Mickey Walker
        Max Baer
        George Godfrey
        Jack Sharkey
        Jack Delaney
        Paul Berlenbach

              - -Fatboy Willie Meehan:

              L to Wills
              2-1-2 vs Dempsey
              Lx2 vs Greb
              L to Tommy Gibbons
              W vs Sam Langford
              W vs Jack Dillion

That's an impressive cast of HOFers for a 4 rd fighter.

              Final record against HOFers:

              4-5-2

I'm sure Battling Jim Johnson fought even more HOFers, but he lost most of them.
