Those are two different programs. The one in question in this case is WBC's CBP. It is to borrow Hausers' definition, fringe testing. It's frequency of testing is hardly ever. Most guys don't even get tested.

I think it's to show the WBC are trying and fighters holding their belts or in their rankings agree to be tested anytime, even if that time might never actually come. That said, it's better than any other belt. As sad as that sounds rofl, this is boxing.
