They collect they own samples at least I know that’s how it’s done in United States the commission collect they own samples and if it’s another testing agency brought in for extra testing they collect own samples on separate days

That is what I figured as well. Which makes perfect sense why 1 agency could catch you while the other didn't...because they testing different days during different windows. It also makes it even more likely he was cheating because these dudes are flushing and cycling and he could of thought he was in the clear and likely timed his drug taking/masking incorrect and didn't flush whatever he was taking in time for the tests.
