There are already 10K federal staffers on the ground pitching in. Additional emergency aid is being held up by Congress, not the President. He quickly approved a $15 billion aid package to support Houston. No other President has had to deal with 3 back-to-back hurricanes of this magnitude. So far he's doing what can be expected.
