Corporate tax benefits should be used to develop areas. Puerto Rico was never as developed as the mainland. It's same reasons some state offer low taxes to company to get them to come invest but you just want it to be the norm which it can't be because a country needs tax revenue. Puerto Rico still need that help. I wouldn't be shocked if they bring back no corporate tax to lure companies back there but no a well developed and vibrant state or city should be charging corporate taxes.

So basically corporate tax breaks are ok when it fits your agenda and not ok when it doesn't.
