Genetics play a factor but boxers do lots of plyometrics,
Hundreds of stair jumps and hundreds of punches daily
Along with jumping rope and sparring

The biggest difference in 'speed' between someone who boxes, and someone who doesnt, is the lack of any tells when they are about to throw, and the trajectory of the punch.

An untrained guy will pull back his arm and swing in a wide arc, where a trained boxers fist will go straight from his chin, to his opponents. You also get taught to accelerate quicker into the punch, rather than starting slow and accelerating later like people naturally tend to.

Obviously genetics is a big factor, but you cant control your genetics, you can control technique. Practice in a mirror if you dont go to the gym making sure that your punches are coming straight out and straight back with no twitches or tells before you punch, and no dropping or looping back into a defensive posture. Stay relaxed, dont tense up your shoulders and arms. If you are at the gym then get whoever is on the pads with you to watch and point out any mistakes you are making.
