Is there a way to train yourself to take a punch better, like building your neck muscles? Or is punch resistance just something you either have or you don't?

There are definitely a lot of neck strengthening exercises out there. If you search YouTube you should find some good ones. Watch plenty of videos though and check them against each other for good/bad information. Certain neck exercises can be hard on your neck.

Skip the bridges, get a neck strengthener. There are the harness versions (which I'm not as big a fan of) and then there are the versions that are like larger ankle/wrist weights (with the velcro).
I have an 8lb and a 10 or 12 lb version. I velcro it around the top of my head and then will lay on my stomach off of my bed (or the ring at the boxing gym) and go up/down 10 times and then making a V shape (down in the middle then up to the left then down in the middle then up to the right repeat). I then flip to my left side and go up/down, flip to right side repeat and then lay on my back and do the up down and V shape 10 times. I'll do like 3 sets of this usually after ab training.
The neck strengthener can also be used in ab training (I'll put it across my chest).

either you can hold a shot or you cant. neck strengthening would likely help to a degree but if you are delicate around the chin area theres not too much you can do about.

Don't get hit.
Work on defense and keeping your eyes on the target.
Single most important thing to taking a shot is is to A) see the shot coming B) try to move out of the way so if it lands you'll take a ton of sting out of it, it takes very little to take all the mustard off a shot
In the world of MMA, Boxing and all martial arts, there have been plenty of men with bull like necks who fold like Amir Khan on fight night.
I've been hit by massive hook to the side of the head that I saw coming that didn't hurt me, but I've got dazed hard by sneaky uppercuts that I had no clue were coming, with no where near the concussive power.
