            This has happened to me a few times, and the only thing that helped is that I went and completely changed workout clothes and it stopped.

                  It used to happen to me like 2 years ago when i first started training, I used to try lifting barbells or throw my hands around and suddenly it would stroke me, unbearable. It feels like needles touching your skin.
                  I read that it would happen if you haven't trained for a while or a never trained but would eventually fade in time. And really it's forgone for me.
