How to train foot speed.

Foot speed is all about muscle memory and knowing how to to move (you need a coach).. Onceyou learn where to shift your weight through various movements, and drill that million times the speed is there. It's more the economy of motion vs the actual speed. A lot of folks here have made good points. But, fundamental to understanding how to increase your foot speed is actually defining what's going on. 'Foot speed' in boxing translates to, 'the ability to pick your foot up from one place and put it in another.' Whether it's a pick up or a slide, a pivot, axis-on-ball or axis-on-heel; all of that is secondary.
The reason this is important is that your feet, ankles, and all leg muscles below the knee control the articulation of the foot, but not it's movement.
You want fast feet, train the hips, quads, and hamstrings. Explosively. Boxers (all fighters, really) should be looking to create a very specific set of muscle fibers in the lower truck (between mid-thigh and rectus abdominus). All of the things people have mentioned will work, but to be optimal you'll need to do other things.
Negative box jumps. Leaping side lunges. Good mornings with a barbell (for speed, not weight). One leg squats. Broad jumps.
Add these exercises in and you should see an increase in foot speed.
Rule of thumb; you want faster feet, get faster hips.
