It's not rocket science but it's also not easy. If they are tall and actually know how to fight tall (maintain their range) then you have to get inside. There are two ways to do this.
1. Jab your way in: The typical advice is to jab, double or triple jab your way in then go to work. But I think this strategy is overrated. A tall guy with good feet will just turn you. Meanwhile, you're pumping 2-3 jabs and burning a lot of energy to get in and the guy simple just circles out. All that effort for nothing. I think there is a better way...
2. Walk To The Taller Guy and Come in off of HIS jab: **** that double, triple jab **** sometimes. Just walk to the taller guy and the second he shoots a jab, slip it and step in on him at that moment. When you try to be first and jab your way in, he can easily escape. But the moment he jabs, his feet are usually going to be stationary. Do drills where taller guys jab at you and you immediately slip, and step in and go to work. This also makes taller guys reluctant to jab too much (a great thing for the shorter guy) because every time they jab, the shorter guy steps in and touches them.
I am also a fan of shifting to close distance.
You also need to get low. Being just a little shorter makes the height advantage more pronounced. But when you make yourself a LOT shorter than your opponent, you can create a bit of an advantage by making it easier to get UNDER their punches and get inside easier.

I think some guys in here did a good job of explaining different tactics.
I for found that once I go close enough bending my knees and going to the body and exploding to the head with 2 and 3 piece combinations worked well.
It causes them to get them to drop that guard just long enough to rip something upstairs.
