I bought one of those neck harnesses...they seem to be alright, but I use it mainly for working the back of my neck.
For the front and sides, you can do a variety of things...
wrap a 10 lbs weight plate in a towel (towel not needed if you dont want it) and lie with your head off the edge of a bench, or bed if you do your neck routine at home...simply balance the weight on your forehead let your head slowly fall back and pull the weight up with your neck muscles...do this for the sides of your neck as well.
An old neck exercise used by the old-timers is to lie the same way, head and traps off the bench and let your head drop and then flex your neck muscles to bring your head back into a flexed position. Try doing 50 of these, increase reps until you feel a good burn in your neck muscles.
Of course, the Tyson routine of doing neck bridges is excellent for building neck muscle and strength, just be careful as this could be dangerous if not using proper form. On that note, be very careful whenever training your neck, concentrate on proper form.
