Stepping to the right to throw a left hook is just a normal punch with normal footwork. You would learn this in any gym. Unless you mean moving back and to the right simultaneously as a counter then the angle and power development would not be enough for it to be an effective counter shot.
If you are in front of your opponent or they are on the ropes (on the ropes is the best time to throw this shot) then stepping to the right and throwing a left hook is a very good combination to set up a good angle at which to get solid leverage and also a number of possible openings. Follow it up by shooting the right or with another left to the head then a right. After the last shot in the combo you could move in to crowd them and stop any counter shots or pull back out to get some more room and regroup...etc etc.
Either way, using a left hook while stepping back and to the right is not a very good counter shot. Not only is there little room for power generation but there is also too much room for leaving yourself open to your opponents counter. Stepping back and to the right while throwing a left hook would leave the left side of your body open giving your opponent a perfect shot at your body or head. The check hook is a good counter hook because when you step back to the left and counter, the hook is also covering you and you're also turning your body away from any danger. In your case, you would be turning into danger. Not a good shot, don't bother with it. There are better shots worth your time.
