This did not happen only now, title holders doesn't always depend their titles against the number 1 mandatory everytime. They fight anybody within the top ten or top five as approved by the governing body.

If Marg doesn't fight William in 2007, then we can jump on the guy's neck it's just too early to pass judgement this early.
