Mayweather is the best fighter of the three. Pacquiao should be higher lb4lb though right now.

The fact that no one has been able to beat Mayweather provides good evidence that he's better. Winky had to settle for a draw in his last fight and Pacquiao has lost recently to a Morales who then got dominated by Zahir Raheem...
