He turned it down or can't accept the offer because he fights under Top Rank/ESPN and Haney fights under Matchroom/DAZN?
The only "big/decent" fights Lopez has available to him, realistically, are Lomachenko II, Nakatani II, Verdejo @ 135, Jose Ramirez, Josh Taylor, Pedraza @ 140, Crawford @ 147. And the looked-down-upon fighter coming up a weight class situation, where 130 fighters come up to 135-140 to fight...Berchelt, and Herring.
Anyone who's PBC or Matchroom is out of the question. Arum won't allow it.Comment

Too many assumptions. Kamboses makes sense because you want to get rid of your mandatories as early as possible as bigger and bigger crowds are being allowed. Haney will still be there afterwards. It’d just be sad to fight Kamboses with more availability than your fight with Haney. If the Kamboses fight falls through they will start to look at Haney etc, as per Lopez. Right now the offer matters little unless they can offer something crazy.
