Fighting top 10 guys is a no brainer. That's how you get/keep your rankings and drive public demand for the fights. In a way Haney, Garcia, Loma and Davis all deserve a shot because they're the top ranked guys in the various organisations and they're the biggest/best fights for Lopez at Lightweight.
I can see Lopez's point though. It's not gonna seem fair to him that he's expected to take tough fights against all these guys while they don't fight each other. In an ideal world Haney and Loma would have to fight each other to earn a shot or Davis fight Garcia and the winner gets a shot. Doesn't seem likely though as these guys can probably work their way into a mandatory position taking less risky fights.
