Why does Canelo have a mandatory if he's franchise champion?

Adding to the crazy confusion of title belts, the World Boxing Council has now created a new world title position - with Saul “Canelo” Alvarez being tabbed as the WBC "franchise champion." By doing this, the WBC removes Canelo from his position as middleweight champion - and makes interim-champion Jermall Charlo the full middleweight champion.
That's why I'm confused. I don't remember Canelo being named franchise champion of 160.Comment

In regards to Teo and Loma, since Teo beat Loma does that make two the F champ? Or does that still stay with Loma?That does make sense, but, the WBC did tell us the whole purpose of the F belt was so they can move around and not be stripped for inactivity in their division.
Teo and Loma also was something that wasn't what they told us would happen. From the press releases of what F was Teo should have won a Diamond belt when he beat Loma.

I'm on my phone right now and it's **** for doing searches, but I'm near as dammit 100% sure that the language attached to the franchise title meant that he was considered a WBC champion representing them in whichever division he fought in.
That said it also wasn't supposed to be transferable in the ring, but they changes that rule quick sharp to give Teo a shot at it.
Guess is that Maurice is just making it up as he goes along... Possibly he wanted to pre-emptively deflect any criticism that might come Canelos way by giving him the ol' mandatory excuse. Certainly wouldn't put it past him.
Hmm. Maybe the idea goes that the franchise **** ain't attached to a weight class but that it can be a designation that can run concurrent with other titles? So he is both franchise Champion at any weight he competes at and simultaneously 168 Champ with whatever obligations go with that title?

Okay, let's say Spence was named franchise champion as well.
Spence moves up to 160 where Canelo is campaigning at. You are having two franchise champions in the same weight class?
Canelo was named franchise champion at 160 where he would not have to take on any mandatory fights.
But just the logic of franchise champion is ridiculous. I think Suliman said he was going to take it up with the committee to see if they should stop doing this in the future....Um, yes, yes you should!Comment

According to the original description it should have stayed with Loma but they changed their rules a couple weeks before the fight to make it transferable as best I recall.Comment

Yeah just saw on the link that mammoth sent under rule #5 that it said it stays with the original F champ and the challenger if he should win then would receive a diamond belt and become mandatory to the wbc champ... this franchise sh.it is so dumbComment
