How does a 1 win streak put you in Mandatory position?

Looking at boxrec it looks like their first fight was for the WBC interim heavyweight title so Povetkin's the mando, obviously if Whyte wins the rematch he gets back his mando position. The kicker to all this is that somehow the WBC Diamond belt was also up for grabs in that fight so Povetkin simultaneously the mandatory to the WBC regular belt but holds the Diamond belt, go figure.
