Devin Haney got into the mandatory position to fight Lomachenko for the WBC title.
Lomachenko's team asked for Franchise Champion designation and dropped the belt.
There was still time before the mando would be ordered, so the Teofimo Lopez fight could still happen and the winner could go on to fight Haney afterwards. But the Franchise trickery officially removed Haney from the picture altogether.

It’s not the way he wanted to earn the distinction, but Devin Haney is officially boxing’s youngest title claimant. The unbeaten 20-year old lightweight was upgraded from interim to full World Boxing Council 135-pound champion, without having to step foot in the ring. The ruling came Wednesday afternoon during the ratings review portion of the WBC annual convention in Cancun, Mexico. I wouldn’t say Loma dropped the belt to specifically duck Haney. The fight between Loma and Haney wasn’t ordered by the WBC. I do think Haney would give Loma problems though. Why did he drop it then? The Teofimo Lopez fight could still go forward since the WBC hadn't ordered the mando to happen yet.Comment
