Can A Ref Order A Fighter Purse Be Forfeited? Or Fined?

I remember when Jack Reiss once told a fighter he will Fine a fighter or withhold a fighters purse for a foul or something like that. I can't remeber what fight it was but I remember that part.

Is that even possible?

I didnt think so but than read that NSAC release 80K purse for that guy who went down too easily.

I don't think a ref can do any of that. They can DQ a boxer but they can't fine him or hold up his money.
