In terms of overall accomplishments, no. Khan lost most of his biggest fights and has some bad KO losses.
But in terms of quantity i.e. number of top opponents faced, yes without a doubt.
During his title run only Salita (now a promoter) was ranked out of the top-10: Kotelnik (WBA), Salita*, Malinaggi, Maidana, McCloskey (#10), Judah (IBF), Peterson**, Garcia.
That's 7 out of 8 fights. You don't see that anymore tbh. He later added Collazo, Alexander and Algieri to his resume. Losses to Canelo and Crawford too.
I agree with TS that Khan was stiffed against Peterson, who was on synthetic testosterone anyway. Still to this day I think that should be given as a DQ win for Khan or a NC. And it should have been a 3-belt unification with Garcia and a 1v2. Garcia's reign at 140 should have started with that fight. At least Ring correctly had it for their vacant title.
Khan isn't HOF. If he wins a title in this stacked 147 division then yeah, but that's not happening. If he was more active and had added some names to his resume then he could perhaps have built such a deep resume that he'd get in but he hasn't done that either. Big wins could have been Kell Brook, D. Garcia rematch, J. Vargas, Broner, Maidana rematch (not that I'd favour him in all those fights). I always felt he had the beating of Tim Bradley also, Tim swerved Khan to go the WBO route to fight Pac, and it ultimately worked out for him and his legacy. But I think Tim knew Khan at 140 was too big and fast for him.
