So why didn't the WBC order Canelo vs. Benavidez when Benevidez had the title?

The WBC is Canelo's own personal alphabet organization. They do what he wants them to do. Canelo does not want a very difficult fight with Benavidez. Logically the undefeated former champion Benavidez should be in a fight for the vacant title against the WBC's number 1 contender. But as usual the WBC does not obey their own rules if they don't want to. Basically the WBC does whatever they want to do right or wrong. This is the group that invented the BS Franchise title.
