Errol had been calling out Keef for like half a decade almost iirc. I think Errol was 15-0 or 16-0 when he first called him out. He's like 26-0 now. There were numerous points the fight coulda been made but Keef was trying to make it his cash out fight & never seemed to seriously consider it as best as I can tell.

That fight didn't make sense until recently. What champion is going to fight some young unproven 15-0 guy instead of unifying with another champion?
