He's the only other high profile WW without a fight (Keith Thurman as well, but that was their most recent fight.)

Yeah I mean they only got 2 more spots for PPVs this year Nov 21 and Dec 19. Spence-Garcia, Pacquiao-Garcia, and Fury-Wilder 3 all rumored to be happening so looks like one either isn't happening or its being pushed to next year.

Just retire Pacquiao! Boxing fans appreciate your contributions and achievements you've made to the sport. You had one Hell of a run and there's no need for you to ever compete again because you have nothing left to prove. I would rather you retire on top as the champion rather than be carried out on a stretcher by some hungry young lion. So please, make this your last fight and call it a career.
