      Sam Langford is top 10 ATG, never won a recognised title but still one of the p4p Greats.

      Laszlo Papp, Charley Burley, Cocoa Kid, Holman Williams, Spider Webb are other contenders.

          Good question I think Oba Carr is right up there.
          Really good fighter but his title shots came against Oscar, Quartey and Trinidad all undefeated and at their peak.

                  To give that question an informed answer I would need to know of all the great fighters in history who never won a title and I don't and probably neither does anyone else on here. Welterweight and middleweight Burley was supposed to be very good and very feared and avoided by champions. It was said Sugar Ray Robinson would not give him a title shot even though he deserved one.

                    sam langford was at some point in his career the best lightweight, the best welterweight, the best middleweight and second best heavyweight. it's criminal he wasn't a champion. burley and holman williams were top contenders in 2 divisions (less than langford). then we have packey mcfarland.
