Mayweather, Ward, Salido, Maidana, Hopkins and Holyfield are the ones that come immediately to mind. There's definitely an artform to roughhousing tactics that are technically illegal, the real trick is being quick or subtle enough to evade notice from the referee and typically the crowd as well. For instance, the ways in which Mayweather would manipulate the opponent's guard and head with stiff-arms and forearms was done in such a split-second way that it takes a somewhat trained eye to even spot at full speed.

              some names to add:

not sure of overtly dirty but they're a rough night:

              Ricky Hatton

Joel Casamayor - he was a real good fighter, but seem to remember a couple of blatant foul nights

Agapito Sanchez - very rugged fighter

              Timely foulers:

Abner Mares must had had a 6 low blow night vs Agbeko. Only guy dirtier was the ref

Cotto had a couple of effective low blows vs Ricardo Torres and Judah

              Trinidad

Yup. I would say Andre Ward is the champ though. He would never have gotten away with all the dirty tactics if he fought outside the US.
