and if you refuse/obstruct commission testing, they will likely refuse to license you

Fury does not have a British Boxing license. So why would he enroll into UKAD when he isn't fighting in Britain?

Both Miller and Fury have avoided a perma-ban by relinquishing their boxing licence, but Fat-baby does not tamper with his gloves, so I think that anyone supporting Tyson should not make comments.

Over here in America for example, you can apply to different states for a permit, however they usually honor the ruling of other Athletic commissions in our union. However, exemptions have been made for particular fighters.
