Mmmm. I'll have to look into that, it's not the first time I've had mention that maybe the shoutouts ain't working properly. Could be there's a limit on how many notifications the Scene lets you make in a single message or something?

Really need to get the thing going with the friend system, adding all players to the PICK EM CREW friends list cos I think you can do notifications that way.
