I personally don't see much in Whyte that suggests he can best Fury, Joshua, or Wilder.

That said he is clearly the most deserving of a title shot if you brush aside all the drug controversy, which has been done for other boxers. He arguably has the 3rd best resume at the moment based on wins, even if he did struggle in some of them.
