If any division needed a WBSS again, then it has to be S/M & not Cruiser. Callum Smith holds the ring mag belt + the Ali trophy & WBA belt so has to be #1 @ 168Lb right now, but Benavidez, Plant, Saunder's, Alverez, Rider & Jacobs could all be in the equation if the promoters/Managers could actually work together for once. The good thing about a fight like this, is neither of these guys are superstars and known by the public at large. So there won't be a call to marinate it once they are ready (ie Canelo v G, May v Pac).
