you're not making any sense out of this. commission based testing was never an EXCLUSIVE rule in boxing. commission based testing was a practicality for promoters, not that commissions had a RULE that only they could do testing. You're not even getting the point, commission based testing had NO ADVANCED ANTI DOPING protocols adhering to the WADA rules.
