It was an unfortunate phrase coined by fighters, promoters and the press of a century ago. There was no PC culture back then, so they often referred to journeymen as bums, tomato cans, palooka, etc. I wouldn't refer to any fighter as a bum unless he was just a straight up cheat and/or had a history of ducking fights and disrespecting other fighters.
