I've been watching Haney closely and it seems Hearn promised both Haney and his dad that he can turn him into a superstar. And he used AJ's career success as his selling point.
However, what most don't know is that Hearn had big profile fighters before Josh and he never turned any of them into a star (superstar is a stretch). And after Josh, he has had a lot of big profile fighters and none of them is a star.
So I'm going with my inclination that fighters always make the promoter and not the other way around. I had the same sentiments about Mayweather and Canelo. Ditto AJ.
