I would have to somewhat agree with that statement. Ryan Garcia is hands down the early favorite in that match up so far.

At 135, he is naturally bigger, longer and stronger than Tank. Likewise, he may be the much bigger puncher of the two at Lightweight also.

My biggest concern for Tank Davis is that his power didn't travel up to the 135 lbs weight division with him. We've all seen how he struggled against a washed up, over the hill, 45 year old Yuri Gamboa fighting on a torn achilles heel.
