I dunno I feel like on paper mayweather , but in reality hopkins took on tougher challenges than floyd . Take that how u want it . Iam not digging into this to start a debate . I dont need to , they were both great fighters who fought other great fighters , that is my 2 cents .

Who fought the highest rated opponents at the time they fought. That's how i decide who fought the toughest comp. Mayweather fought the most P4P fighters in history.
