The rule is there for a reason.
Did the official, who witnessed the water being poured into the gatorade bottle, keep his eye on the bottle every second of the fight?
I don't know if Charlo cheated but using an opaque bottle opens the opportunity to cheat and complicates what should be a simple thing.
