I don’t think it’s the case, IBF contenders have to face a guy in top 5 to get the mandatory number 1 spot . Neither guy is that , the winner probably gets a top 5 spot but that doesn’t change the winner needs to fight the next available highest ranked guy to earn the actual title fight .

The whole thing title eliminator is just that process of elimination . Neither guy gets a title shot if they win .
