I do think Ward was always scared though of losing his 0...for me he was his whole career...he never traveled his whole career and could have given us some big fights with Froch and Bute and even Stevenson but would have had to travel to do so.
Ward was a tough smart fighter so I wouldn't say he was 'scared' to face anyone...but I think he was very calculated with who he wanted to face in his career and under what conditions.
And at that time in 2013 Ward viewed GGG as too much risk and too little reward...and I don't think he would have ever fought GGG on relatively even/fair terms in their whole careers...but that's just my 2 cents and I admit that I am not big on Ward and feel he was very calculated in who he fought in his career and always made sure those fights were on his terms as much as possible.
No shame in that but yeah I don't really believe anything he says...even in that snippet from that article he basically admits to not wanting to fight GGG...and right before that he says he would fight anyone.
And keep in mind his next 4 fights after he made those comments were vs Rodriguez Brand Barrera and Smith...GGG even at that time would have been a much more attractive fight than any of those guys.
